Council enforcement officers sacked after threatening to ā€˜knock out’ man for ā€˜messing with our money’

Two enforcement officers working on behalf of Harrow Council have been sacked after threatening a member of the public and allegedly switching off their body-worn cameras before issuing a series of violent threats.

The pair, employed by Kingdom Services Group under contract to the north-west London authority, were captured on video during a confrontation on Northolt Road in South Harrow.

 

Footage shared widely on social media appears to show one officer deliberately turning off a colleague’s body-worn camera before the pair threatened the man filming them.

ā€œWhen I’m not in uniform, I’m gonna knock you the f*** out and rip your teeth out,ā€ one officer said.

ā€œIf I give you one punch I’ll knock all your teeth out.ā€

The same officer also threatened to ā€œthrow you through the f****** wallsā€.

During the footage, one officer can be seen pressing a button on his colleague’s bodycam before the other confirms: ā€œIt’s off.ā€

The confrontation then escalated, with one officer repeatedly urging the man to follow him away from the street.

ā€˜When I’m not in uniform, I’m gonna knock you the f*** out and rip your teeth out,’ one officer said

 

ā€œCome to the alleyway right now, we’re gonna show you what time it is,ā€ he said.

Both officers were wearing hoods over their distinctive purple enforcement jackets and black vests fitted with body-worn cameras.

ā€œWe’re gonna make sure you can’t work no more and earn no money ’cause you’re trying to butt in with our money,ā€ one officer said.

ā€œIf I call a police officer for you, he’ll f*** you up, you know, ’cause we work with them,ā€ the officer added.

When questioned about their behaviour, one of the men replied: ā€œWe’ve got people to feed.ā€

The officer in the red hood was also seen unzipping his vest while making references to the man’s apparent occupation as a painter and decorator.

The circumstances leading up to the confrontation remain unclear and the identity of the man filming has not been made public.

The footage prompted swift action from both Harrow Council and Kingdom Services Group.

When questioned about their behaviour, one of the men replied: ā€˜We’ve got people to feed’

 

A Harrow Council spokesman said: ā€œSwift action was taken as soon as the incident and complaint were raised to us and Kingdom in May, and the individuals involved no longer work for Kingdom.

ā€œWe take any instance of officers deliberately turning off body-worn cameras extremely seriously. Threats of violence towards members of the public are wholly unacceptable and will not be tolerated.ā€

Kingdom Services Group also condemned the officers’ conduct.

A spokesman said: ā€œWe are aware of the video circulating in relation to the serious conduct of two Kingdom Local Authority Support enforcement officers.

ā€œAs soon as the incident and subsequent complaint were brought to our attention in May, swift action was taken.

ā€œThe individuals concerned no longer work for Kingdom Local Authority Support.ā€

Kingdom Services Group describes itself as providing environmental enforcement and community safety services to local authorities across the country.

Harrow Council’s website says that Kingdom officers work alongside council enforcement teams to issue fixed penalty notices and tackle anti-social behaviour.
